There are people that buy¹ up apartment units and then migrant workers need a place to stay and have to rent one of those small apartment units.

And they make profit from it.

(¹technically “70 year lease” or something like that, but the point still stands)

Also they don’t go through courts… many engage in self-help evictions… it’s the norm there

Literally look around and you see the 出租 paper ads plasterd all over lightpoles and random walls…
