This is a classic Microsoft strategy, happened many many times.
Rarely do they apologize and swear to do better first, though.

You aren’t wrong, but I can’t think of worse PR than promising to make something better and doing the exact opposite.
Microsoft also told Windows Latest that OneDrive Photos cannot currently be removed from PCs unless you delete OneDrive entirely
Seems like a pretty easy way to remove it right there
