I think the second image is his room in aunt May’s house, whereas the first is a room he’s renting and barely able to aford as all his income comes from delivering pizza.
Also IIRC he (Tobey) eventually moves in with Harry.
That was in the first film. In the second and third film he only had this tiny room.

That’s a bit of a grey area, I believe the tests he was shown studying for at the end of no way home imply he was erased from the academic records. that’s second hand knowledge though and not really relevant considering how things hashed out.
It erased anything that would link Peter and Spiderman. So his academic record would still be there but not the application that he was trying to get unrejected due to him being Spiderman.
In Big Hero 6, Cass Hamada had a pretty good pad for Hiro. And goddamn was Aunt Cass a smoke show.
I could be way wrong here, but the building in Queens they are shown to be in very much reminds me of the projects. Which, for the record, I grew up visiting NYC projects because that’s where my friends lived. Section 8 housing isn’t expensive by design, nor is it glamorous. People totally make do, though.
That said, if she’s got housing settled like that, no reason she can’t make sure her brilliant little orphaned nephew has some nice things when she can afford it.
