It’s their commitment to having all their prices end in a 0 or a 5. So it’s generally a few cents more expensive than Walmart.

And yes, they sell electronics and appliances. I got my food processor at a Dollar General. It’s a cuisinart, but it’s also small as fuck. But it was $15 so 🤷‍♂️
