Your passive framing here icing on the cake. Cuba is “lacking oil” because of the USA’s blockade. Cuba is suffering because of decades of economic warfare waged by the USA. Cuba poses zero threat to the US. The times when Cuba tried to export the revolution are over. Venezuela was their last attempt and it had pretty bad outcomes. The blockade has proven ineffective in fostering regime change in Cuba as well.
Commerce between the USA and Cuba is the best chance to improve the lives of Cubans. I think the blockade is one of the main ideological reasons the communists have that keep them in power.
