Iran’s enemy is the leadership of the US. Maybe their supporters in a very secondary way. Their best outcome is to achieve their political goals with as little effort as possible, including shooting. If they can achieve what they want better by being nice to rich people, they’re doing that. And they’re doing that.

Meaning there is no reason for Chinese, European or other rich people to go there and try it, but if they did, I don’t think Iran would shoot on them either.

Also, Russia and Iran are cooperating. Duh.
