Remove some troops*
Easier to drum up good old nationalism to motivate spending on “defence” for the war if it looks like USA will not protect you. Theatrics about US/EU animosity and NATO in-squabbling is for this. US can’t fight Russia and China at the same time so we have to send European meat on our front.
The alternative to this is how they do “recruitment” in Ukraine.
