If the First world is the US and its allies, the Second world is the USSR and it’s allies, and the Third world is all of the non-aligned countries, then Fourth World theories assert that the Fourth World consists of indigenous peoples who’s integration into the institutions of modernity are tenuous.
So, think Bedouin tribespeople with smartphones, or nomadic pastoral peoples in the Sahel who regularly cross national borders to graze their cattle, or indigenous Americans on reservations who’s sovereignty is always contested.
