I don’t understand why though. Can’t they reuse the water? It’s just for cooling right?once it’s used it’s warm. When you let it cool down you can reuse it. A closed system. Why is that not possible?
My understanding is that evaporative cooling is cheaper so it’s not a closed system. Constantly use new fresh, cold water and you don’t need something to cool down the hot water. Just dump it and let it evaporate or whatever.

Not efficient enough for the amount of heat made.

Because it’s cheaper to let the water evaporate rather than using a closed loop system.
