    This depends on state law, but many states require public comment at open public meetings, and forbid what you describe because it violates 1A and common decency. And many local governments ignore those state laws.

    Did that happen here? I didn’t research it.

    Also, one representative? Maybe the opposition is not united. So they can’t have a single one. Obviously.
