That’s just bad software design. If somebody already installed the app there’s absolutely no reason to send them to the app store. It’s like sending them to your login page when they’re already logged in. Or diverting them to the login page on the way to doing something, and then after they login going to the main page instead of going on to what they were trying to do. What can I say, there’s a lot of mediocre code running out there.
