There’s a difference between a bunch of monks, and a bunch of state-aligned gas workers. Perhaps not much, but, still, something worthy of a conversation. I’m not trying to excuse civilian deaths, but there is a difference between the two

That doesn’t take away their status as legitimate wartime targets.
