often the lower half is almost empty (especcially with premade ones because money) because they throw in packages rather than individual candies and they get stuck halfway in. I think its also often that they insert stuff very unsorted so it seems more filled than it is (for bragging)
not only candies. Often there are also shool supplies and gifts (i got an ugly puppet)

We just gave our kids candies but the cone was like 8 inch long max.
