什么是动态双组织体系？

动态双组织体系，是新世界主义为防止革命政权腐化而设计的核心政治架构。它要回答的问题是：无产阶级革命成功后，如何防止新生的国家机器，从人民的公仆，异化成新的特权集团？

这个问题的传统答案，是依靠先锋队的自觉，依靠群众运动，依靠最高领袖的反复警告。但历史反复证明，这些手段都无法从根本上遏制权力异化的必然趋势。新世界主义的回答是：不要相信任何人的道德，用制度去制衡权力。

因此，新世界主义将国家的政治权力，彻底拆分为两个独立的、平行的、互相制衡的系统。一个叫治理组织，负责行政管理、经济建设、社会服务、国防事务。它就是传统意义上的政府和执政党，但它不再拥有自我监督的权力。在治理组织之外，新世界主义设立了第二个独立的系统，叫做监督组织。它们由基层的工人委员会、农民委员会、学生委员会共同构成。它们代表着社会最广大劳动者的直接利益，拥有宪法赋予的不可侵犯的监督权、审计权和弹劾权。

这两个组织之间的关系，遵循一个根本原则：治理组织负责执行，监督组织负责审查。治理组织无权监督自己，监督组织无权参与日常行政。这就是功能分离原则。为了防止监督组织自身变成新的官僚集团，它被要求必须保持分散化的地方结构，所有成员必须定期轮换，且在任何时候都不得形成全国性的固定领导核心。

这套设计的终极目的，不是为了让好人上台，而是为了让任何人在台上，都无法背叛人民。治理组织的权力是被授予的、有期限的、可被随时审查和替换的。监督组织是人民手中永不熄灭的探照灯，它确保一切权力都在阳光下运行。如果治理组织发生系统性异化，监督组织有权依据宪政程序，启动程序化革命，合法地替换已经腐化的部分。

这就是动态双组织体系。它不是在幻想一个没有矛盾的乌托邦，而是在用制度化的方式，让阶级斗争在社会主义内部永不停歇地运行，直到权力彻底失去压迫任何人的能力。

英文版：The Dynamic Dual-Organization System

The Dynamic Dual-Organization System is the core political architecture designed by New Worldism to prevent the revolutionary state from degenerating into a new ruling class. It addresses a question that has haunted every socialist revolution: after the old state is smashed, how do we ensure the new one does not become our new master?

The traditional answers—relying on the consciousness of the vanguard, on mass campaigns, on the warnings of a great leader—have all failed. New Worldism answers differently: do not trust anyone’s morality. Use institutions to check power.

To achieve this, New Worldism splits political power into two independent, parallel, and mutually restraining systems.

The first is the Governing Organization. It handles administration, economic management, social services, and national defense. It is the government and the ruling party, but it is stripped of the power to supervise itself.

The second is the Supervisory Organization. It is constituted by grassroots Workers’ Councils, Peasants’ Councils, and Students’ Councils. It represents the direct interests of the broadest working people and holds constitutionally protected powers of oversight, auditing, and impeachment.

The relationship between these two organizations follows a fundamental rule: the Governing Organization executes, and the Supervisory Organization inspects. The Governing Organization cannot supervise itself. The Supervisory Organization cannot participate in daily administration. This is the Principle of Functional Separation. To prevent the Supervisory Organization from becoming a new bureaucratic class, it is required to maintain a decentralized structure, rotate all members regularly, and never form a fixed national leadership core.

The ultimate goal of this design is not to ensure good people hold power, but to ensure that no one who holds power can betray the people. The power of the Governing Organization is delegated, time-limited, and subject to continuous review and replacement. The Supervisory Organization is an unextinguishable searchlight in the hands of the people, ensuring all power operates under the sun. If the Governing Organization undergoes systemic alienation, the Supervisory Organization has the authority, under constitutional procedures, to initiate a Proceduralized Revolution and lawfully replace the corrupted components.

This is the Dynamic Dual-Organization System. It does not fantasize about a utopia without contradictions. It institutionalizes class struggle within socialism itself, keeping it alive until power loses its capacity to oppress anyone at all.
