Probably a different engine with stylized HL assets.
Edit: actually, taking a closer look at it, I think the shot of the environment is probably from a different game, and the HUD and crowbar could be gold source assets from Game Banana or something edited on a layer on top.
The thing is, if you look closely, the crowbar doesn’t make sense. If you look at the base, it’s a more rounded shape with a clear line going up, but as it nears the silver, that line fades into an indention like the crowbar in the Half-Life 0.52 alpha had, and then at the top, there’s what seems to be a random jagged piece of geometry poking out.
Edit: and on top of that, there’s other things that point towards this being AI. The pixels at the top of the shield icon are a bit nonsensical, the tiles are scaled weirdly, there are random spots of green light to the left of the pool and on the monument (likely the result of a “green glow” prompt), and some of the assets appear to be visibly pixelated while others don’t.
