I really hope they don’t, because it wouldn’t. Nobody’s been all that happy with windows since the 90s, but back then there was this expectation that surely, mistreated customers and broken laws would have some kind of consequences. In modern times all the gigacorps know it never ever happens, and gloatingly exploit it at every turn. They don’t even try to hide it anymore.
Windows is more dogshit than ever, and was still accelerating when it smashed through the bottom of the barrel. One of the major reasons is that it’s just not that important to MSFT anymore. They have the AI hype bullshit after all, and Azure and corporate licensing
