Exactly like for the tariffs, EU can either do the same or accept the US citizens visa free.
Typically this would mean require visa for US citizens that means a lot of lost opportunities for everyone (exactly like tariffs)

As s far as I know your already have to get a VISA for the US
No, the vast majority of EU countries are eligible for ESTA that is as close to no visa as it gets in the US
