That way, it isn’t redundant and we have fewer special cases. Also, “x” is usually redundant with “ks”, so use it for what’s currently “sh” to eliminate another redundancy and another special case. Add back the thorn and eth for “th” and use “f” instead of “ph” and consonants are actually pretty consistent.
