    unless you live on the moon, which legally cannot be “owned” by any country and therefore isn’t under the jurisdiction of any country, then this is, in fact, illegal in every place.

      Antarctica is also not owned by any nation, but generally nations claim certain territory and would enforce their laws there

      No doubt there are some nations that don’t have rules for this like developing nations.

        Well there’s no way they could pass legislation at the breakneck speeds of the U.S. Congress.

        Like I’m pretty sure e.g. Russia wouldn’t enforce law against a DDoS attack when it’s targeted at an EU/NA based service, but it’s probably still unlawful.
