They can just send a mail to everyone who has a gun permit and ask them to give the gun to the nearest police station or to apply tto get the new gun permit within a 15 days deadline

There’s a lot of unlicensed guns in every part of the US, which is the place being discussed. Probably more than you realize wherever you live too . So my point is that your oh-so-simple solution is inadequate
