Why doesn’t Spain just take over Morocco? The citizens seem like they would support it.
Because Spain doesn’t flaunt international law with impunity like the US and Israel does.

No it is not you can’t invade another country even if majority of the population want to be annexed. A referendum is the only legal way which has 0.01% to happen
There’s no guarantee the government would allow a referendum. Either way human rights, like the right to self-determination, trumps any legal framework.
That’s why i said the chance is so minimal but you can’t simply invade a country even if all it’s people in the invaded country want it

They want Spanish wealth, they don’t want Spanish culture though.
Even if 100% of Moroccans wanted to live in Spain, they probably wouldn’t vote to be annexed. They want to still be Moroccan.
