Windows defaults to quick startup which hibernates the kernel. So your PC is technically in hibernation and you don’t want to mess with bios settings when it’s in that mode. Some bioses dgaf, some are smart enough to know the difference, and some just say “nah”.
You can also just turn off fast boot if that’s annoying. On an SSD the difference isn’t that much. But on an HDD it halved my boot time back on windows 8.
Also in windows reboot, don’t shut down.

If you are on windows 11 (maybe 10 as well?) my easiest way to get there these days is hold shift when clicking restart.
