He added: “It should be the responsibility of family, friends, neighbors to call them into community, and obviously that’s a big set of questions of how you do that, but putting the focus on the collective rather than the individual to fix themselves felt like the more appropriate response.”

Unfortunately “community” and “collective” are dirty words to a lot of Americans, so that might be a challenge.
