Appointments are definitely the way to go. The walk-in prices is still pretty brutal. But there’s an easy fix for that: make an appointment.
I wish the passport office was as streamlined as our DMV. Getting a brand new passport is still horrible. It requires an in-office visit, and getting an appointment for those is brutal, and even once you do go to your appointment there’s still hours of waiting. At least that was my experience when I got passports for my kid. Conversely, getting a brand new UL passport is really efficient and mostly an online process.
