They are Ukrainians who have grown under Russian rule. They are very useful for use in various terror attacks because, having grown within the Russian propaganda during the occupation, they have strong anti-Ukrainian sentiments but they still hold the Ukrainian passport, meaning that Ukraine gets blamed for whatever they do.
But anyway, the Russia did cut gas supplies in 2007 and 2009. And it caused people in EU to die.
