I’m not saying the Soviet Union was great. It had very obvious issues (especially in the leadership and the general corruption that derailed the socialist/communist economic advancements).

And homelessness wasn’t technically illegal. E.g. Romani were technically homeless and they weren’t arrested for it.

Rough sleeping and panhandling were made illegal.
