His plan was to reveal the Gestapo as heroes after being appointed to the head of the fleet by the United Nations equivalent.

    Your counter play is to use a stolen stealth fighter to break into the vote on declaring war. The final boss is saying the right things to not get kicked out of the room and turn the crowd by revealing the baddy has gone full fascist.
