On ramp is people entering the freeway, off-ramp is exits where I’m from all of that happens on the right side. The rightmost lane frequently forces you into an exit only, ends entirely and then comes back shortly after, if you are traveling for an extended distance it is actually expected that you are in the Middle Lane. The leftmost lane is not meant to be traveled in , it is specifically labeled as a passing Lane it is to be used only when you are passing someone in the Middle Lane and if you are cruising in it instead of just passing you can actually get a ticket
