I’m actually having a good chuckle here at how offended you are. Calling this racist is also a bit far-fetched. The artist is using stereotypes to make fun of a shitty parenting technique. Try being less offended and don’t over interpret a 4-panel Internet comic.

The comic is still shit though. Not funny in any way. They should probably have gone with America being in a similar or worse state than many central African countries in terms of political corruption and exploitation of its population.
