You don’t have to redeem it right away, and PLEX can be sold to other players. So there is a USD to ISK exchange rate based on the market value of PLEX, but you can’t turn PLEX back into dollars.
You do transactions for real money outside of the game and isn’t sanctioned by the dev. The same way people make real cash, not Steam Wallet funds, via the Steam Market.
