Swedish police started considering snow on the hood, windows, or roof as “unsecured cargo” and issuing fines of 1500kr (~€150). Repeat offences can cost you your licence. We’ll see how much of a difference it makes. Can’t say that I’ve noticed any particularly bad cases this winter.
