In order to not clog up the community with empty threads, discussion threads for a show stop if nobody comments on an episode’s thread before the next episode airs. So, in this case, there weren’t any comments on the episode 10 thread by the time episode 11 aired. So, the episode 11 thread wasn’t created.
However, at any time, users can re-enable threads for a show by requesting a thread by private message.
