Did you see her get dumped? If not, did you take her to the vet to see if she has a chip? She could be lost.
I don’t understand the Dolly Parton connection to dumping a cat at a dog park.

As this kitty is running from the distance like 300 yards away, like “WAIT FOR MEEEEEEEE!!!”
She came running up to me. She ran past 30 other people. She wanted me specifically. So we took her home, and she lived with us for the next 14 years. She was also a tuxedo. Though more black than this cat.
