They are mostly useless for your average person here, as they can’t (legally) keep up with traffic speeds on the majority of city streets and aren’t allowed on our incredible excess of highways. You still need a full license too.

those are what we call “moped cars” in finland, not sure what the english term for them is
basically a moped in a car body, goes only up to 45km/h.

You need to have the right infrastructure for them, and places that have it are the rare exception (example: Peachtree City, GA).
