My Subaru has those and it doesn’t do what you expect. In that case, it’s literally another set of lights synchronized with the steering wheel. There are no moving parts.

My friends 2016 had what you’re describing but my 2021 Subaru has the turning ones that actually swivel. It does a fun little going cross-eyed dance when you turn it on to make sure it’s working or something.
