The author (presumably) doesn’t agree with AI companies that they both cannot be stopped and will be destroyed by the slightest legislation.

In that comic, world governments would be simultaneously all powerful and helpless for AI companies. The author (presumably) doesn’t agree with AI companies that they both cannot be stopped and will be destroyed by the slightest legislation.
