Not sure if that is not playing into Putin’s hands. He doesn’t want his citizenry online and informed. He wants his Russian version of the internet, isolated from the rest of the world.

Most of them are not in Russia, It would be much easier to find and block them if they were all coming from the same country. Instead, they’re scattered all over the place to blend in, and to take advantage of cheap labor.
