Turns out all you need to remove most hostile “arm rests” like this is a cordless impact, a set of star/hex/torx bits up to 1/2in wide, and about 30 seconds once you get the bolt placement memorized and your motions planned out. Get an angled bit holder if you want to be able to move into odd angles.

That’s crazy, I know the exact street this is on. I heard they renamed City Hall this briefly after I moved, but it’s awesome they kept it somewhere.
