Eh it’s playing on that usage, but the tongue is firmly in the cheek enough that it’s obviously not meant in a non-ironic way. As a queer guy I could see playing with the phrase that way, much like how my friends call each other the F word, and people wear “he/him/daddy” shirts at Pride, and all sorts of other ways we can make fun of ourselves and not take ourselves dead serious 100% of the time, which turns people off.

My wife used to work with a guy like that, in a supermarket chain.
Around Christmastime he says to my wife…“You’ve heard of elf on the shelf? Well how about…”…and just stopped there, and straddled a long, thin loaf of French bread like a witch riding a broom.
My wife, being the type of ally who would never use that word, just kinda stared at him blankly. She didn’t get it.
Meanwhile when she told me this story I nearly keeled over laughing. Not because of the joke but just because of her reaction to it.
This would have been more effective in the 90s where people actually hated gay people.
I’m not saying it’s right, or that I agree with it, but in the 90s it was socially acceptable to hate gay people.
Today? Today this looks like an obsolete joke whose punchline no longer lands.
Because I’m not gay, and I’m not a cop, but if I pulled this guy over as a cop, first thing I’d do is prey on this guys insecurities and homophobia.
The bumper sticker no longer points fun at cops, but rather identifies the wearer of said bumper sticker as an asshole.
You miss the point: the message isn’t for people of today, it’s for pigs whose minds are stuck in the 50’s.

Unless I’m getting pulled over every day, the sticker just makes the driver look like a turd.
