Yep repeating faster moving objects helps, another trick is to have the movement not to end on the last frame but to continue when the animation loops (moving cars, text, lights, etc…)
Its not difficult per se if you know pixelart and basic animating skills, but it takes a lot of time managing the different layers and frames.
There are some extensions for Pixelorama that makes it easier to export, also there is a plugin that adds support for the Pixelorama project files in Godot

Hah, I checked if this has a Godot support, but it was built -in- Godot.
