What does the a or b stand for?
The rest are just normal ranking, IE in order of their tier, In english sometimes they to give them meanings “advanced, basic, competent” but generally that’s a forced on to it. Typically it’s just an alternative to doing 1st, 2nd, 3rd category. “S” meant is to imply it’s so good it’s not the best category, it’s so far ahead that it’s not fair to compare the A tier to it. Like say when talking about military strength in the real world, having nuclear weapons is a whole separate category. IE there’s no bother to question how many tanks or bombs it would take to invade north korea, because the mere potential of them to launch a couple of nukes if threatened, is enough to prevent anyone from taking their plans past the most basic hypothetical stage.
Ok, not going for the bait on north Korea. I know the a, b, c, d, f scale. My point was none of them really “mean” anything but different levels. No reason why s needs a special definition.

True but talking about ratings mostly used in video games and you bring up international politics is baiting
it wasn’t intended to be a study on what’s right or wrong to have or what not, the point is simply that, going with a less likely to be brought up country say France. If for some nation were to launch an invasion on france. They wouldn’t be bothering to compare their quantity of tanks, aircraft carriers etc… are present, as that tier is in and of itself a factor.
Or to go purely into fictional, you could say talk about anime characters like
Mob from Mob Psycho, Gojo from Jujitsu Kaisen, Reinhart from re:zero, Saitama from one punch man etc… Characters that are so overwhelmingly ahead of everything else, that any other character in the battle is basically cosmetic. IE it’s not just that they are better than the D-A tier characters, It’s that they are so much better that it’s laughable to think that all the A tier characters teaming up would come close to making a fair fight for them.
I think nukes are a pretty standard example, we talked like that as kids, and this is actually what I was thinking of with the original post. Nobody has an obligation to protect the weird insecurity blanket you think should shield you from all examples of international politics. Why international, by the way? Does being reminded of the outside world frighten you for some reason? Anyways, Meta Knight’s main issue is his moves have priority over all other characters, passing through their heavy attacks to interrupt them, even his light attacks (the attack used for comedic effect in the video is just a gimmick), making the fight complete unfair in a decent player’s hands to an annoying degree. I once unknowingly used it in a tournament without proper bans, and beat people who were much better than me. There is a nation that has achieved S-tier deterrence on the level of a nuke without even assembling a thermonuclear bomb, which they could do quickly with the current level of refinement. With their ability to pass through interceptors and the most intense EW environments (fancy new antennae adding no significant weight) in the world with their projectiles, accurate down to 5m with newly acquired Chinese satellite technology. This analogy is a stretch though, as their opponents are mentally childlike but use overpowered characters.
