Combine this with good health care, globally, and many people no longer fear they will lose half their children to some infant malady or childhood accident. Low Child Mortality -> Lower Propensity to Have Kids.
If you want higher rates of reproduction in your population, you need younger people having babies. And you need more people convinced that the kids they do have won’t live to see adulthood.
