There’s a reason the Trump administration only focuses on the goods trade deficit. Canada imports more in services from the USA than is exported to them. Although combined goods and services Canada still exports more than it imports from the USA:

In any case having a trade deficit does not mean that Canada is “ripping off the USA”.
