The paper bags are actually superior to fabric in almost every way.

The old fabric sacks let in bugs a lot easier, and you’d end up with weevils. Paper sacks are far better at preventing bugs. It also prevents dust explosions at the industrial level from static electricity. Flour is surprisingly explosive.

You can still get flour in cotton sacks though. Blue Bird flour comes in reusable cotton sacks.
