The concept of EVIL is a deep and controversial philosophy with no objective truth Obi-Wan Kenobi may say “Chancellor palpatine is evil”, but you might say from my point of view the Jedi are evil and while this is deeply controversial and not supported by mainstream philosophy technically their is no objective truth to it so technically no he is not EVIL, however you should consider his actions carefully and view him not as evil but as a bad actor in a game of cooperation.
