This just sounds like a normal zoo from the animals’ perspective.
Cotton Lane: because this used to be cotton fields, one of the major agriculture crops of Arizona
Prison: because when this prison was built, it was like 25 miles west of town, now it’s continuous city well past this point
Surprise: a western suburb of Phoenix
Zoo: wildlife world zoo, a private zoo with too small cages and little in the way of habitat for the animals.
Trailers: because the Phoenix area is a trailer park that somehow grew up into a city.

Because it’s Goodyear, AZ. It’s on the west edge of the Phoenix/Metro area and almost out of town. It’s an RV Park, Perryville Prison, The city of Surprise, and an exotic wildlife zoo. If any of those populations were to escape (especially people from Surprise), you wouldn’t want them to mingle with normal society.
They’re all the same building.

I wonder what the surprise is.
I don’t want to spoil the surprise, but I think it might be escaped convicts riding escaped zoo animals.
