If you start with a fresh deck and perform 8 perfect dovetail shuffles, you’ll have shuffled the deck back into the exact same arrangement it started in.
And if I start with a deck of 52 of the same card, I could shuffle it any way I want and it won’t be shuffled. 😃

I’d say it’s got to ba an average sized deck
100 cards, but you are only shuffling 99 (maybe 98) of them. I know the best format.
Edit: Actually only having shuffle 97 might also be possible, partner/backgrounds/whatever and a companion.

Pick them up without seeing the downside and now you have the best shuffled deck (even if it looks stupid)
