Just make all months 28 days
Every month should be 28 days, then one or two day holiday with the orphaned days for New Years
The issue with this iirc is that religious people don’t like the idea of not having the seven days of the week kept as they are
That’s not an issue. 4 weeks of 7 days, 13 months, and 1 or two days that are weekless
Most of the proposed calendars with standardized months also fix the days so every date is always the same day of the week
Or they change the length of a week directly
The goal would be to not have orphaned days.
