I think most countries are too obsessed with making money for the oligarchs that vote them into power to really be bothered with trying to have nation level consumer manufacturing of consumer electronics. Way more money exploiting labor for cheap, importing it with false flag container ships, and then selling to consumers at massive markups.

Patience with USA is running out around the world, and I know for a fact that EU would retaliate against USA. I also know that China does not respect US sanctions like they used to, and has for instance just last week asked Chinese companies disregard US sanctions on imports of oil from Iran. Something that used to be completely unheard of.
Regarding Japan I think it would be a no too, because EU and Japan has made a comprehensible trade agreement, that I suspect USA wouldn’t be able to override.
USA also abandoned the CPTPP trade deal, which has 14 member countries, among them Japan and Singapore. And I don’t think they would appreciate being dictated by USA to not trade with EU, which is probably a bigger trade partner than USA. Since EU is the biggest trading block by combined trade in goods and services in the world.
The world is looking for cooperation around USA, so the American power to dictate trade terms around the globe is severely diminished compared to what it was before Trump’s liberation day.
I think if USA asked that of any country, the cost to USA from retaliation would soon turn out to be too great, and USA would have to allow EU to trade with whoever we want.

You are thinking about military protection against China, But Japan has joined the EU SAFE program, because they realize USA is an unreliable partner on defense now.
USA has removed defense systems from Taiwan, Korea and held back new ones to Japan to use them in the gulf instead. Yes Taiwan is dependent, but the other 2 are not under imminent threat, and are looking for alternatives to USA.
Ruining your economy now, to maybe get help in need later, is no longer a good option, against working with EU and China that are way more reliable.
