Some of my picks: BanG Dream, Sound Euphonium, and Nana
Haven’t seen mentioned: Hands off my Eizouken, Little Witch Academia, Blue Eye Samurai
Seconding: Bocchi the Rock, Frieren, So I’m a Spider, So What? Ascendance of a Bookworm, and Apothecary Diaries
True, Eizouken was tons of fun. Shame it only got the one season.

Bocchi The Rock.
Apothecary Diaries
Some stuff that hasn’t been mentioned yet:
Girls Band Cry. I found the cast really solid, realistic, and relatable.
Land of the Lustrous. Predominantly female world and Phos is a surprisingly deep and relatable character who undergoes a lot of growth.
Isekai Wildcard Picks:
Ascendence of a Bookworm
So I’m a Spider, So What?!
Kuma Kuma Kuma Bear
The Executioner and Her Way of Life
My Next Life As A Villainess: All Routes Lead To Doom
The Saints Magic Power is Omnipotent
Didn’t I Say To Make My Abilities Average in the Next Life?!
Frieren seems good

Journal With Witch, MAO, Daemons of the Shadow Realm, Witch Hat Atelier, The Ramparts of Ice, and You and I Are Polar Opposites, just to name a few good ones from this year alone.
Second Ramparts of Ice and You and I are Polar Opposites
Journal With Witch is so good!
I’d also recommend
A Place Further Than the Universe.Oh yeah, I really enjoyed that one.
Hmm, it’s difficult.
Moribito has good character development for it’s woman lead character. And while GitS is definitely a bit male-oriented as a series, I would say that the character development of Motoko is pretty good in each of the series I’ve seen (The movies, Stand alone complex 1 + 2) but still definitely a bit light on character development.
I think it might be a good idea to tell us what series you didn’t like so we know how low the bar is.
Does Spirited Away count? :P
some more obscure picks of mine: Stardust Telepath, Mayonaka Punch, Gunslinger Girl, Do It Yourself!!
(assuming a focus on characterization and not just good shows with prominent female characters)
